INS surveillance of the city of Berlin was initiated in 2004. Aerial Reconnaissance field operations, carried out by Anthony Auerbach 3–28 May 2005, were specified as follows:

Identification and inspection of sites of erasure, i.e.:
— locations where no trace can be found of incidents or persons of interest to the INS,
— where there is evidence of attempts to cover or erase the traces of incidents or persons,
— where there is evidence of attempts to conceal the erasure.

A temporary Office of Interpretation was opened in 2006. Public briefings were held in Berlin, Endinburgh and New York. A dossier was published in 2009.
